Dr. Lois Parkes is the Chief Personnel Officer at the Office of the Services Commissions since February 6, 2012. As such she serves as Secretary to the Public Service Commission, and has overall responsibility for recruitment, selection, appointment, separation, discipline and training for the Central Government, the Jamaica Constabulary Force, the Judiciary and the local government authorities.
She is a published researcher, and included among her publications is the Inter-American Development Bank Working Paper: The State of Industrial Relations in the Jamaican Public Sector (2002). She is the 2007 recipient of the Commonwealth Scholarship tenable in New Zealand, and has a Doctor of Philosophy (PhD) in Human Resource Management and Industrial Relations from the Victoria University of Wellington in New Zealand. Her PhD research focuses on the evaluation of national vocational and education training programmes in the public and tourism sectors using a multiple stakeholder approach.
She has been involved in a number of public sector reform initiatives including the decentralisation of HR functions and the implementation of the Performance Management and Appraisal System.
